23 executive orders — the full list

The following is a list, provided by the White House, of executive actions President Obama plans to take to address gun violence.

1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.

2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.

3. Improve incentives for states to share information with the background check system.

4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.

5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.

6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.

7. Launch a national safe and responsible gun ownership campaign.

8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).

9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.

10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.

11. Nominate an ATF director.

12. Provide law enforcement, first responders, and school officials with proper training for active shooter situations.

13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime.

14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.

15. Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.

16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.

17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.

18. Provide incentives for schools to hire school resource officers.

19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.

20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.

21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.

22. Commit to finalizing mental health parity regulations.

23. Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.

  3. And can someone PLEASE tell me how any of these items would have prevented Sandy Hook?

    • They would not have prevented Sandy Hook. In fact, some of the wording specifically refers to “first responders” which normally means those who respond to a tragedy. There’s not a whole lot here in Mr. Obama’s 23-step program.

      Word is that because of all the pressure from patriots and the NRA, Mr. Obama actually changed and toned down his speech quite a bit. There are a few things that annoy me here and one of them is involving doctors to become arms of the federal government.

      I also don’t think that Mr. Obama or the anti-gunners in DC have given up by a long shot. They will do whatever they can to whittle away at the 2nd Amendment.

      • That’s my point! This isn’t about preventing Sandy Hook. This is about trampling liberty.

        Further, the reason these mess shootings are so devastating is because the lefty liberals have already infringed on the second amendment so much that lawful citizens can’t carry in public places. Had you heard James Holmes passed seven movie theaters closer to where he lived because they allowed CCWs on the property?

        • Exactly. Yes, I’d heard that about Holmes. Criminals generally stay away from places where they can be shot, but sure, let’s keep armed guards out of schools. That makes no sense.

          There is really nothing that Mr. Obama has suggested that will hamper the criminals’ efforts.

    None of it would have prevented Sandy Hook, or Fort Hood, or Aurora, or Gabby Giffords… but having the children there makes nice theater when you’re setting the stage to violate the Constitution and infringe on the right of the people to keep and bear arms. Never let a crisis go to waste.

  6. I think its a good start, compared with what I was dreading, but I believe that not nearly enough is done to deal with prevention. Doctors have a lot of responsibility heaped upon them and parents and guardians are not empowered to deal decisively and effectively with mental health threats.

    • The problem though is that our government cannot manage to do anything. Did we win the war on drugs? Did we win during Prohibition? Our government cannot manage itself much less try to become the social network for the mentally unstable as well.

      There is a direct connection between smoking in movies and young people and smoking. So, Hollywood has been hammered for the past few decades to clean up their act when it comes to smoking. Studies have shown a DIRECT connection between smoking in movies and the desire of young people to at least start experimenting with cigarettes.

      Yet, when it comes to violence in movies and video games, no one believes that these images can have any effect on the minds of young people and the mentally unstable.

      These same people have no problem understanding the fact that companies spend millions of dollars for a 15 or 30-second spot during the Superbowl. Why? Because the ad will create mega sales for their product. It’s a no-brainer.

      Somehow though, with all the violence in society, it has nothing to do with movies and games. It’s because guns exist in society. Uh…sure, this explains why over 1600 people were stabbed to death last year and twice that amount were killed by the hands of another person. Gun killings came in third or fourth.

      Hollywood has created an attitude that says we handle our problems with VIOLENCE and no one believes that there is a connection between that and the violence we see in society.

      People need to wake up and stop blaming guns.
